Observing Earth Ranked Third

Looks like NASA has been given its marching orders from the President.

“NASA has a mission ordering that starts with the presidential goals — first of manned flight to Mars, and second, establishing a permanent base on the Moon, and then third to examine Earth, which puts Earth rather far down on the totem pole,” said F. Sherwood Rowland, an atmospheric chemist at the University of California, Irvin

I don’t understand why manned space adventures out rank a better understanding of our home planet. Maybe it is about paying political debts by keeping the money spigots wide open for the aerospace greed mongers. After all, manned space projects pay much better.
